Package left in the Rain on the Driveway, why can’t they use plastic like Newspapers use when it’s raining Damaged. Left in wrong spot.

Again this is another package of mine that was totally delivered to the wrong province, its supposed to go to 585 colby drive unit 500 waterloo Ontario.. I have no idea why this keeps happening I want my packages sent to me asap ...pls and ty Jamie BeacomLeft in wrong spot.
